The Akums joint venture is the anchor. India’s Akums Drugs and Pharmaceuticals holds a 51 percent stake alongside the Zambian government, per PharmaSource’s coverage of the deal, and Zambia has committed to purchase a minimum of USD 50 million of medicines from Akums’ Indian facilities in 2026 and 2027, bridging supply until the Lusaka plant starts commercial manufacturing, expected in 2028. The existing base is small but real. Integrators, and why there is no EPC to hide behind
Zambia has no standing pharmaceutical EPC contractor, and the anchor project imports its own. Akums brings its Indian engineering organisation to the Lusaka build, so component and utility vendors sell into that project team rather than waiting for a local main contractor’s enquiry. For the existing producers, process machinery is bought directly from the OEM, while civils and cleanroom fit-out go to Lusaka industrial contractors or South African specialist firms under separate appointments.
The practical consequence: the vendor’s counterpart is the plant owner’s project engineer or the Indian project office, and validation consultants are allies who influence specifications. A supplier waiting for a published EPC package will see almost none of this market. The selling motion is direct, early, and technical.
Tender platforms and procurement entry points
Public-side procurement runs through one mandatory system. The ZPPA e-GP portal is compulsory for Zambian public procurement, with ZPPA Circular No. 37 of 2025 governing the limited cases allowed outside it. Foreign suppliers register once on e-GP and filter by category. Private and JV equipment purchases never appear there.
