A vertical roller mill for Uganda is always an import, bought one of three ways: a new OEM line, a used mill recovered from a closed plant, or a pre-assembled modular grinding station. Why grinding capacity is the purchase Uganda is making

Moroto settles the clinker question. The USD 300 million plant is designed for 2Mt of clinker and 3Mt of cement per year at full operation, which means Ugandan producers will increasingly grind local clinker instead of material trucked 1,000 km up from Mombasa. Cheaper feed rewards whoever grinds it most efficiently, and the market is heading toward oversupply, so producers now compete on cost per tonne rather than on availability.

The incumbents have read that. Tororo Cement, the largest domestic producer, states it has expanded capacity to 5 million tonnes with an energy-efficient VRM grinding mill, plus rotary packers and silos. Hima under its new Sarrai ownership, Simba under Devki, and Kampala Cement hold the rest of the incumbent fleet. The used and modular market exists for everyone that list leaves out: independent grinders positioning near Kampala or the DRC and South Sudan borders, blenders who import or buy clinker rather than burn it, and producers who need tonnes flowing before a stick-built line could clear its second design review. New, used, or modular: which route fits which buyer

A new OEM mill is the incumbent’s route. It comes with current wear-part metallurgy, a process guarantee measured at the performance test, and the longest schedule, typically well over a year from order to first cement. For a core plant that will run twenty years, that trade is usually right, and it is what Tororo’s expansion bought.

A used mill is a different transaction. Complete VRMs come onto the market when European and Asian plants close or swap capacity, and they sell for a fraction of new pricing, with the discount paid for in wear history. The buyer takes on someone else’s grinding table, rollers, gearbox, and hydraulic system, so the inspection discipline described below is the whole deal.

A modular grinding station splits the difference. Gebr. The power math at Ugandan tariffs

Grinding is the electricity sink of cement making. The IFC’s best-practice study puts finish grinding at nearly 40% of the electricity used in cement production, with ball mills consuming up to 30 to 42 kWh per tonne depending on fineness, and estimates a saving of about 9 kWh per tonne when a ball mill is replaced with a VRM.

These are indicative figures built from the two sourced inputs, not a quotation. The IFC study also prices a full ball-mill-to-VRM conversion at around USD 35 per tonne of annual cement capacity, with slightly higher maintenance cost afterward. In a market where every producer is being squeezed toward the Moroto cost base, that is the arithmetic a used or modular VRM has to beat, and it usually does.

What to check before paying for a used mill

The risk in a second-hand VRM concentrates in four places: the grinding table and roller tyres, the gearbox, the hydraulic loading system, and the paper trail. Insist on the operating log, hours run, and the wear-part replacement history, then commission an independent metallurgical inspection of table and tyres before any deposit moves. A missing maintenance log is a price signal, not an inconvenience.

The paper trail earns its keep twice in Uganda. Confirming banks and export-credit agencies examine second-hand capital goods more closely than new equipment, so a clean third-party inspection report is often what lets the letter of credit be confirmed at all. And the Uganda Revenue Authority physically inspects imported plant after installation: VAT of 18% can be deferred at importation, and URA requires a discharge application within 28 days of the deferment period ending, backed by an inspection of the installed machinery. Import duty itself is 0% under the EAC Common External Tariff, and HS 84 machinery is exempted from the import declaration fee and infrastructure levy under the 2025 external-trade amendments.

Lock the spares path last. A used mill with no confirmed route to roller tyres, table segments, and gearbox parts will give back its purchase discount in downtime. If the OEM will not support the serial number, price a reversing-engineering wear-part supplier into the deal or walk away.

Paying and shipping a mill into a landlocked market

Quote in USD or EUR. The shilling floats with Bank of Uganda smoothing and has traded roughly between 3,450 and 3,800 to the dollar through 2026, and capital-goods importers face no FX rationing. Letters of credit route through Stanbic, Absa, Standard Chartered’s corporate desk, dfcu, or Centenary, usually with European or Gulf confirmation on larger tickets. A typical structure is an advance against bank guarantee, the balance against shipping documents, and a retention held through commissioning.

Export-credit cover follows origin: Sinosure behind Chinese packages, Euler Hermes or SACE behind European mills. On used equipment, expect shorter tenors and heavier documentation, which is another reason the inspection report belongs at the front of the deal, not the end.

Freight also separates the three buying routes. A full-size mill shell, gearbox, or press frame travels from Mombasa through Malaba or Busia as an abnormal load with route surveys and escorts, priced into the bid from the start.
