Maize mill or wheat mill: two different projects
Uganda runs two grain economies, and the first project decision is which one you are building for.
Maize is grown at home and milled everywhere. The installed base runs from village posho mills up to industrial roller plants, and the upgrade cycle from hammer mill to full roller line with silos and bagging is where most new equipment lands. Milled maize also moves across borders, east into Kenya and north into South Sudan, so an export-grade plant sells into more than one market.
Wheat is the opposite. Uganda grows almost none, imports the grain, and mills it in-country for the bread and biscuit demand of Kampala and the secondary cities. The benchmark is set: Bakhresa Grain Milling Uganda at Bweyogerere runs 1,100 tonnes of wheat a day with 39,700 tonnes of silo storage, the largest wheat mill in the country. A new wheat entrant is competing with that plant on cost per tonne from day one.

Step 1: fix the throughput band before talking to anyone
Milling lines are quoted in tonnes per day, and the band you pick decides which suppliers even answer the enquiry.
The small commercial band, roughly 20 to 80 tonnes per day for maize, suits a district miller supplying institutional buyers and regional traders. The industrial band starts around 100 tonnes per day and climbs to the multi-hundred-tonne plants the Kampala groups operate. Decide the band, write a one-page spec around it, and every quote you receive becomes comparable.
Step 2: build the supplier shortlist
The industrial shortlist has not changed much in a decade. Step 3: clear the standards gate early
Uganda regulates flour harder than most first-time sponsors expect, and the requirements belong in the equipment order, not in a post-commissioning retrofit.
Fortification is law. The Food and Drugs (Food Fortification) Regulations, issued in 2005 and amended in 2011, make fortification of maize flour, wheat flour, and edible oils mandatory for commercial mills. In equipment terms that means a micro-dosing unit for the vitamin and mineral premix, specified as part of the line and included in the performance test.
Certification follows. Maize and wheat flour sit under mandatory Uganda standards, so the finished product needs UNBS certification and the distinctive quality mark before it can legally be sold. Build the UNBS engagement into the project plan alongside civils, because a commissioned plant that cannot ship product is just an expensive building.
Step 4: structure the money around a shilling income
The Uganda shilling floats, capital-goods imports face no FX rationing, and a planning band of UGX 3,450 to 3,800 per dollar covers 2026. The structural point for a miller is different from the coffee or sugar exporter’s position: a grain mill earns shillings, so the hard-currency equipment debt has no natural hedge.
That shapes the financing stack. Letters of credit open through Stanbic, Absa, Standard Chartered, dfcu, or Centenary, usually structured as a down payment secured by bank guarantee, the bulk against shipping documents under the LC, and a final slice held back until the plant passes its performance test. Tie that final release to a verified extraction rate and throughput, not to delivery. First-time importers should allow up to two months to get an LC opened and confirmed.
For the gap between equity and the LC, the realistic routes are Uganda Development Bank agro-industrialisation funding, supplier credit from the OEM, and export credit agency cover from the machine’s home country. Which agency stands behind the deal depends on where the machine is built: Sinosure for Chinese packages, Euler Hermes for German kit, SACE for the Italian houses. A supplier who arrives with ECA-backed terms attached routinely beats a technically similar bid that arrives without them.
Step 5: land the line through Mombasa
Import charges on milling machinery are light when handled correctly. Plant and machinery enter at 0% duty under the EAC Common External Tariff, HS 84/85 machinery is exempt from the import declaration fee and infrastructure levy under the 2025 external-trade amendments, and the 18% VAT is deferrable through URA’s VAT deferment facility where the deferrable amount reaches USD 4,000. Physically, the line ships CIF Mombasa and trucks the Northern Corridor into Uganda through Malaba or Busia, while the standard gauge railway to Kampala is still being built. Budget the inland leg seriously: roller mill stands and silo steel are heavy, oversized cargo, and corridor transit is a cost and schedule line of its own, not a rounding error on sea freight.
Step 6: sequence the build to first bag
The long pole is equipment manufacture. An imported industrial line runs many months from contract to arrival, so a well-run project pours civils and erects silo steel while the machines are still in the OEM’s workshop, then takes installation, cold commissioning, and the wet performance test in sequence.
Operator capability decides how fast the plant reaches nameplate. Take the OEM’s training during the performance-test phase, keep the commissioning engineers on site through the first production weeks, and lock a spares package with Kampala-reachable stock into the purchase contract. Mills lose more margin to unplanned downtime waiting on parts than to any price difference between the bids.
Where suppliers and Ugandan mill projects actually meet
Most milling capex in Uganda is private, decided inside company engineering offices. The public layer surfaces on the e-GP portal, which the PPDA made mandatory for every procuring entity, local governments included, from 1 July 2026, and it occasionally carries institutional milling and grain-handling packages. Unlike the oil chain, grain milling carries no Petroleum Authority supplier-database precondition.
The conventional meeting points are fading. The Uganda International Trade Fair at UMA’s Lugogo grounds and the Harvest Money Expo still run, and the Africa Milling and FeedTech Expo rotates through Nairobi, Tanzania, Uganda, and Zambia, with Propak East Africa in Nairobi covering the packaging end. The exhibitor floors skew ever more toward consumer brands, and the engineers holding live milling capex are rarely walking them.
The channel that actually holds the market is the Kampala importer-distributor network and the brand-tied Chinese and Indian supply lines behind much of the installed hammer-mill and roller base. That lock-in cuts both ways. Distributors are good at moving parts and bad at selling extraction guarantees, so an OEM that exists only inside a catalogue never reaches the bid comparison. The mills have started splitting the relationship accordingly: specification and warranty conversations go to the manufacturer, the parts account stays local. A resident field representative solves neither problem, because the maize, wheat, and feed millers worth calling on are scattered from Kampala to Mbale to Lira, and no single seat works that territory deeply enough to justify what it costs.

Is a used or second-hand grain milling line worth importing into Uganda?
Sometimes, but the standards gate does not shrink. A used line still needs fortificant dosing and still must produce flour that passes UNBS certification, and older plants without dosing or modern sifting often cannot. ECA-backed financing also generally attaches to new equipment, so the cash structure changes too.
Is fortification equipment part of the milling line quote?
It should be. Fortification of maize and wheat flour is mandatory under Uganda’s food fortification regulations, so the micro-dosing unit and premix handling belong in the OEM’s scope and in the commissioning performance test. How does a miller without export receipts finance hard-currency equipment?
Through longer LC tenors, OEM supplier credit, Uganda Development Bank agro-industrialisation lending, or ECA-covered terms arranged by the supplier. Shilling earners carry unhedged currency exposure on the debt, so a financing package attached to the equipment bid is often the deciding factor between comparable lines.
What spare parts arrangement should the contract include?
