The material contract matters more than the machine price
Start the evaluation with the carton. The large system houses, Tetra Pak, SIG, and Elopak, sell an integrated package: the filling machine sterilises reel-fed or blank-fed material in a hydrogen peroxide bath and forms the pack around the product, and the material comes from the same vendor under a multi-year supply agreement.
That structure moves the economics off the machine invoice and into the per-thousand-packs material cost. Compare bids on total cost per filled carton across the contract life, and read the material escalation clause twice.
There is a second tier. Independent Italian builders and a growing set of Chinese aseptic brick lines run on open-market or own-brand cartonboard, which trades some proven sterility pedigree for material freedom. For a first aseptic project in Uganda, the deciding question is service reach: who can put an engineer at your plant, and how fast, when a sterility run fails.
The filler is also not the whole packing hall. The Ugandan buyers behind the next filler orders
Dairy leads, and the list is short. Pearl Dairy in Mbarara, owner of the Lato brand, is mid-expansion under a USD 35 million IFC and FMO loan package, of which USD 21 million funds capacity growth in Uganda and Kenya. Jesa Farm Dairy took Uganda Development Bank financing to expand from 75,000 to 200,000 litres per day across a range that includes UHT. Brookside Uganda and Amos Dairies complete the large-ticket tier.
The export pull is new and concrete. Pearl Dairy, Brookside Uganda, and Amos Dairies won a three-year supply contract into Algeria, and the first 2,100-tonne shipment, worth over USD 8 million, left in June 2025. That opening consignment was milk powder, but the same processors pack long-life milk for Kenya, South Sudan, and the wider region, and every litre that travels ambient needs an aseptic pack around it.
The juice side runs the same format decision with different products. Hariss International, the company behind the Riham range, sells over 120 million litres of beverages a year and commissioned a 25-acre multi-product plant outside Kampala in 2022. Match the filler format to the shelf it serves
Uganda’s cold chain thins out fast beyond the major towns, which is the aseptic carton’s whole argument: aseptic packages travel and sell at ambient temperature, reaching consumers where no fridge is waiting. The format families split by price point. Low-cost pillow-style packs serve the domestic value tier, brick formats carry retail milk and juice in Kampala supermarkets and in export cartons headed east, and small portion packs serve schools and on-the-go trade.
Two sizing rules keep the project honest. First, size against the long-life share of your intake, not the plant’s headline litres per day; a filler is a poor place to park idle capital. Second, specify every pack volume you expect to run in the next five years before signing, because format flexibility is designed in at order stage and expensive to retrofit later.
The greenfield sequence, from spec to first saleable carton
The buying sequence is unglamorous and worth following in order. Write a one-page specification: products and their acidity, pack formats and volumes, packs per hour, and the utilities you can actually supply. Send it to a shortlist of three vendors across both tiers and require quotes broken into machine, installation, material supply, and a commissioning scope with a named sterility acceptance test.
Utilities decide more schedules than machines do. An aseptic filler needs reliable steam, sterile compressed air, chilled water, hydrogen peroxide storage and handling, and a dry, pest-controlled warehouse for cartonboard reels. Get the civil and utility scope priced locally while the filler is in fabrication, and hold a factory acceptance test at the vendor’s works before shipment. It is the last cheap moment to find a problem.
Commissioning ends when the line proves sterility, and mechanical completion is only a waypoint on the way there. The line must hold commercial sterility through validation runs before a single carton can be sold, so tie the final payment tranche to that validation, and make sure every schedule your bank sees reflects it.
Paying for it in a shilling economy
The currency mechanics are manageable. The shilling floats with Bank of Uganda smoothing, capital-goods imports face no FX rationing, and a UGX 3,450 to 3,800 per dollar planning corridor covers 2026 budgeting. The structural exposure is the income side: a filler serving the domestic value tier earns shillings against a dollar or euro debt, while an exporter packing for Algeria or Nairobi carries a partial natural hedge.
Letters of credit open through Stanbic, Absa, Standard Chartered’s corporate desk, dfcu, or Centenary, typically shaped as a modest advance against a bank guarantee, the bulk against shipping documents, and a retention that survives until the sterility validation passes. Keep the LC validity window open past commissioning; re-issuing an expired instrument is the vendor’s cost and the buyer’s delay.
Ask every bidder which export credit agency stands behind the offer. The answer follows the machine’s build country, Sweden’s EKN, Italy’s SACE, Norway’s Eksfin, or Sinosure arriving bundled with Chinese financing, and a bid that shows up with cover already arranged is telling you something about how the vendor rates the deal.
Landing the machine: duties, PVoC, Mombasa
The fiscal treatment is friendlier than most first-time importers expect. Process machinery generally enters duty-free under the EAC Common External Tariff, and Uganda charges 18 percent VAT with a deferment facility on imported plant and machinery for VAT-registered importers; the URA discharge application follows within 28 days of the deferment period, after evidence of installation.

Conformity comes before shipping. Regulated machinery needs a Certificate of Conformity issued under the UNBS PVoC programme, with the inspection done in the exporting country, so book the inspection against the fabrication calendar rather than the vessel date. Freight is the landlocked constant: containerised shipment into Mombasa, then a trucked inland leg of several days to a week. Most of this market never touches a portal. Pearl, Jesa, Brookside, Hariss, and their peers scope lines internally and invite vendors they already know, which means the only reliable entry is a relationship with the plant’s engineering lead months before board approval.
The public slice is different. MAAIF value-addition programmes and district packages go electronic on the re-engineered e-GP system, which rolls out to every procuring entity, local governments included, on 1 July 2026, with one-time registration on its Central Supplier Platform.
The conventional channels are aging badly for this equipment line. The Uganda International Trade Fair at the UMA grounds in Lugogo skews consumer, so packaging-machinery vendors exhibit at Propak East Africa in Nairobi instead and hope Ugandan engineers make the trip. Field coverage runs through Nairobi-based representatives who reach Kampala quarterly and the Mbarara milk shed rarely.
The importer-distributor houses that move commodity equipment through Kampala, many tied into Chinese and Indian supply channels, do not actively sell a machine this specialised; it sits unsold in a catalogue.
Vendors who work the named buyers directly do better arithmetic. Systematic outreach to a defined Ugandan buyer set produces qualified leads at USD 150 to 300 each, and the cost falls as the account map deepens, where a fair stand resets to zero every year.
