The practical dividing line is the coil. Polyethylene pipe up to about OD 110 or 125 ships coiled, moves on any truck, and sits in merchant stock across Kampala. Above that, pipe comes in straight sticks, usually 6 or 12 metres, and joints move from compression fittings to butt fusion. That is where the commodity hardware trade ends and project procurement begins.

One exception matters. Pipe that originates in an EAC partner state enters duty-free under the customs union’s rules of origin, which puts Kenyan and Tanzanian extruders in the same duty position as Ugandan ones. The 25 percent wall stands against pipe from China, India, Turkey or Europe, and on a commodity product it is usually decisive.
Freight compounds the duty. Uganda is landlocked, so overseas pipe lands at Mombasa and trucks the Northern Corridor to Kampala, and a load of OD 630 sticks fills a trailer with very few tonnes of actual polymer. The old sales channels are thinning
The traditional route to this market was a stand at the Uganda International Trade Fair at UMA’s Lugogo showgrounds, a Nairobi swing through Big 5 Construct, and a Kampala distributor carrying the catalogue. For commodity pipe the distributor channel still moves volume, but much of it is locked into Chinese and Indian supply relationships tied to EPC contracts, and a foreign producer entering through that door competes on nothing but price against a 25 percent duty.
A resident sales rep makes even less sense here. The buyer universe is one national utility, one ministry, a short list of contractors, and the factory gates themselves, so a full-time salary chases perhaps two dozen accounts.
