Garment manufacturing equipment for a Kenyan cut-make-pack plant runs roughly $9 million to $16 million of machinery inside a $15 million to $20 million facility, on KenInvest’s own build model. Kenya buys this equipment for one reason: it assembles garments from fabric it did not make. More than 200 apparel producers work here, almost all cut, make and trim on imported cloth. What sits inside a Kenyan cut-and-sew room

The cutting room starts with CAD marker-making software, which decides fabric utilisation before a ply is laid, then spreading, either a manual table or an automated spreader with edge control. The cut is where the ticket splits. A straight-knife setup is cheap and heavy on skilled labour. The sewing floor is the bulk of the head count. Single-needle and double-needle lockstitch do the seams, overlock finishes edges, flatlock handles stretch seams on knits, bartack reinforces pocket corners. On top of those general-purpose heads sit the automats: pocket setters, buttonhole and button-sew units, waistband and belt-loop machines, all programmable, single-purpose and expensive per unit.

Budget per sewing station, not per machine

Do the arithmetic on KenInvest’s own assumptions and the useful number falls out. A new facility carries 2,000 to 3,000 sewing machines for $3 million to $6 million, which is roughly $1,000 to $3,000 per installed station. That spread is the whole procurement decision.

At the bottom sits a servo lockstitch head with table, motor and basic attachments. At the top sit direct-drive programmable machines, automats and the material handling between them. A floor built entirely at the bottom is cheap to buy and slow to run. A floor built entirely at the top is a capital write-off, because most operations on a basic t-shirt do not justify an automat.

KenInvest sizes the facility at 25,000 to 30,000 basic units a day selling at $2 to $5 each, for $25 million to $35 million of annual revenue and about 3,000 jobs.

The number Kenyan buyers under-weight

Here is the part that gets skipped in RFQ comparisons. Those 3,000 jobs, at Kenya’s average textile and apparel wage of about $150 a month, cost roughly $5.4 million a year. The entire sewing fleet costs $3 million to $6 million once.

The plant therefore spends more on operators in one year than on every sewing machine it will ever own. Machines amortise. Labour productivity recurs. A five percent efficiency gain on a balanced line is worth more, every year, than the discount a buyer grinds out of a vendor on a one-off order.

That is why machine-price-first procurement is the wrong instinct in Kenyan CMT. The line items that move the return are automats on bottleneck operations and a spares arrangement that keeps the line running. Power at $0.08 per kWh for large users and zone sheds at $6 per square metre per month barely enter the calculation. Operator minutes do.

Make-through or progressive bundle, decide before you quote

The machine mix follows the production system, so that is the first question a supplier should ask. In a make-through system one operator completes a whole garment. It suits low volume and high style variety, needs versatile general-purpose heads, and depends on skilled operators. In a progressive bundle system the garment splits into twenty to forty operations, each at its own station. That needs more machines and more single-purpose heads, but it drops the standard minute value per unit and tolerates operators trained fast on one operation.

Kenya’s export programmes are basics at volume, which makes progressive bundle the default and the automat conversation unavoidable. The bottleneck operation, usually pocket setting or buttonholing, sets the throughput of every station behind it. One automat clearing that bottleneck lifts the whole line. Thirty spread across operations that were never the constraint lift nothing. A quote that arrives without the buyer’s operation breakdown and target SMV is a guess dressed as a machine list.

Who signs the purchase order

The buyer is a private apparel exporter, not a parastatal, so this equipment almost never appears on a tender portal.

Royal Apparel EPZ is the clearest live example. The IFC committed $15 million in January 2025 to build an EDGE-certified factory near Nairobi with energy-efficient machinery and, in the IFC’s own wording, advanced production approaches including automation. Mary Porter Peschka, IFC’s Regional Director for Eastern Africa, said the financing “will help the company achieve its ambitious expansion plans in Kenya, boosting both domestic production and exports.” When a development lender is in the deal, the specification skews toward certified efficient kit and payment follows the lender’s disbursement calendar.

Beyond it sit United Aryan in Nairobi and Hela at Athi River, the largest assembly floors in the country. New entrants come through EPZA, which licenses in a maximum of 20 working days and requires that over 80 percent of total sales go outside the East African Community. Read that condition before you pitch: the buyer’s customer is a US or EU brand, so the machine spec follows that brand’s audit requirements, not local preference.

Duty, levies, and how machines get paid for

An EPZ buyer holds a perpetual exemption from customs duty and zero-rated VAT on input goods, plus a 100 percent investment deduction on new buildings and machinery, so your quoted price is close to their landed cost. Outside the zones the arithmetic changes. Kenya charges an Import Declaration Fee of 2.5 percent and a Railway Development Levy of 2 percent, both on declared customs value, per PwC’s Kenya tax summary reviewed in July 2026, with VAT at 16 percent on top. That is 4.5 percent of CIF even where the tariff line carries zero duty under the EAC Common External Tariff, so check the line rather than assuming capital machinery walks in free.

Payment is unusually clean. The shilling has floated since 1993 with no exchange controls on import payments, zone exporters invoice their brand customers in dollars, and USD letters of credit issue through KCB, Equity, NCBA, Stanbic or Absa. Sewing orders are mostly too small for export credit agency cover and settle as an advance against documents or a sight LC. Vendor shortlists and the spares question

The supply base splits by station. Sewing heads come mostly from Japanese and Chinese builders, heavy-duty automats and pressing largely from Germany, cutting and CAD from France, where the European machinery base is mapped in our guide to French textile machinery manufacturers.

One consolidation note still catches buyers out: Lectra and Gerber are one company, and Lectra now positions its current cutters against legacy Gerber GTxL equipment. A shortlist carrying both names is not the dual-sourcing exercise it looks like.

What separates bids is service. A bartack automat down three weeks waiting on a feed part stalls every station behind it on a bundle line. Suppliers who hold consignment spares near Athi River and can put a technician on site inside 48 hours win the second and third order, whatever the first quote said.

The AGOA horizon is a procurement variable

AGOA was reauthorised through December 2026 under Section 5019, Division I of the Consolidated Appropriations Act, 2026, with duty-free benefits extended retroactively to September 2025, per the Congressional Research Service brief updated 17 February 2026. The same brief puts apparel at $1.2 billion of AGOA non-energy imports in 2024 and notes that the third-country fabric provision lets apparel assembled in Kenya from non-AGOA fabric still qualify. That provision is exactly why Kenyan machine spend goes into the cut-and-sew room rather than into mills.

The effect on procurement is timing. A greenfield facility takes about two years to reach financial close, longer than the current authorisation period runs. So the live orders skew brownfield: extra lines in existing sheds, automat retrofits, cutting-room upgrades, finishing capacity that pays back fast. A supplier quoting full greenfield packages into Kenya in 2026 is quoting the wrong deal shape for most of the buyer set.

Where the leads come from, and what they cost

The conventional routes into Kenyan garment buyers still work. They just do not scale.

The sector’s own event is ASFW Nairobi, whose fifth edition ran at the Sarit Expo Centre and drew 4,110 visitors from 58 countries, with the next set for 27 to 29 May 2027. German pressing specialist VEIT exhibited there in 2026. It is a genuine buyer-side floor, but a booth plus freight and staff time lands around $300 to $900 per qualified lead in one annual burst. Texprocess in Frankfurt is where garment-making machinery launches, and few Kenyan plant engineers travel to it. Distributor lock-in is the quieter constraint. Sewing machine sales in Nairobi run through importer-dealer networks holding Japanese and Chinese agencies, which leaves a German automat builder invisible to the industrial engineer searching in English for exactly what they need.
