Nobody manufactures ceramic tile kilns in Kenya. A greenfield tile project buys its kiln and line from Italian or Chinese OEMs, ships through Mombasa, and pays by letter of credit. The proof is already on the ground: KEDA’s Kisumu tile complex carries a projected USD 160 million investment. This guide walks through the procurement, step by step.

Why a tile plant pencils in Kenya right now

The short answer: tariff-protected demand. Imported ceramic tiles of heading 69.07 attract excise duty at 35% of customs value or KES 300 per kg, per PwC’s Kenya tax summary, and that sits on top of EAC customs duty, which puts finished tiles in the sensitive top band. Tile-making machinery, by contrast, enters in the low-duty capital goods bands of the EAC Common External Tariff. The tax code is telling you to make tiles here, not ship them here.

Demand is policy-backed too. The state’s Affordable Housing Programme targets 250,000 units a year, and every unit has floors and wet rooms to tile.

Two producers have already taken the bet. Twyford, the KEDA and Sunda joint venture, runs its original plant in Kajiado County, where then Industry Cabinet Secretary Betty Maina, touring the line in 2021, put it plainly: “Keda Ceramics is producing world class tiles at a very affordable price.” The group then opened its second complex at Miwani in Kisumu County in August 2022, on 150 acres, with a USD 50 million first phase and a combined output target of 30 million square metres a year. Saj Ceramics, producing at Athi River since 1991 on Italian equipment, was the first tile manufacturer in East and Central Africa. Both prove the raw material, the labour, and the market are there. What you are actually buying: the line, kiln outward

The kiln is the heart of the plant, but nobody buys it alone on a greenfield. A complete line runs: body preparation (ball mills or dry grinding), a spray dryer, hydraulic presses, a horizontal dryer, the glazing and digital decoration line, the roller kiln itself, then sorting and packing. The kiln and spray dryer consume most of the thermal energy; the press defines your format range; the decoration line defines your price point per square metre.

For a sense of scale per line: when Afrikan Ceramic Solutions built its greenfield porcelain plant in Benin, SACMI’s scope of two PH 5200 presses and an ATI090 spray dryer supported around 10,000 square metres per day in 60x60 and 60x120 cm formats. Call it 3 million square metres a year from a single pressing line. Against Kenyan demand, one line is a regional player; Twyford’s 30 million target is a different weight class.

Spec decisions that matter before any RFQ goes out: porcelain versus semi-porcelain body, maximum format, glazed versus technical product, and daily capacity. Every one of them changes the kiln length, the press tonnage, and the price.

Who supplies tile kilns and complete lines

Two supply geographies dominate, and they compete on different terms.

The Italian OEMs, SACMI, SITI B&T, and ICF & Welko among them, sell engineering depth: energy-recovery kiln designs, wide-body rollers, digital decoration integration, and decades of reference plants. Saj Ceramics built on Italian equipment, and SACMI is actively winning sub-Saharan greenfields, Benin in 2025 being the latest.

The Chinese builders sell integration and price. KEDA is the reference case: it co-owns the Twyford plants that run on its equipment, so its Kenyan references are its own factories. Foshan-based line builders quote full turnkey scopes, often with erection crews and operations support included, and often with Sinosure-backed financing attached.

The honest trade-off: Chinese turnkey scopes tend to win on capex per square metre of capacity; Italian scopes tend to win on energy per square metre fired and on premium product capability. Run the comparison on ten-year operating cost, not on the quote page.

The fuel decision comes before the kiln spec

A roller kiln fires continuously at around 1,200 degrees, and Kenya has no industrial natural gas grid. That single fact shapes the whole project. Your realistic options are LPG, industrial oil, or producer gas from an on-site coal gasifier, and the kiln burners, the spray dryer, and the plant economics all follow from that choice. It is no accident that Twyford’s parent KEDA is also a major supplier of clean coal gasification systems; its African tile plants were designed around fuel flexibility from day one. Ask every bidding OEM for burner configurations and consumption guarantees against your chosen fuel, in writing, and ask what a later fuel conversion would cost. A single-line plant of the Benin type, around 10,000 square metres per day, is a materially smaller ticket, with the equipment scope (preparation, press, dryer, glaze line, kiln, sorting) as the largest block, then civils, utilities, and the fuel installation on top. Budget separately for OEM erection supervision, commissioning, spares, and working capital for the ramp-up months. Suppliers will structure quotes differently, so force a common scope matrix before comparing.

Procurement steps, feasibility to first firing

  1. Test the body first. Ship clay, feldspar, and silica samples to the OEM laboratories. Both the Italian and Chinese builders run body-testing labs, and the results decide the line spec. Skipping this step is how plants end up fighting their own raw material for a decade.
  2. Fix capacity and product. Format, body type, and square metres per day. Lock it before the RFQ, because every bidder will otherwise quote a different plant.
  3. RFQ to both geographies. Two or three line builders minimum, one Italian, one Chinese, same scope matrix, with consumption guarantees per square metre fired.
  4. Structure the financing early. ECA cover follows the equipment origin: SACE for an Italian scope, Sinosure for a Chinese one. Tenor and rate can swing the decision as much as the equipment price.
  5. Register the project with KenInvest. An investment certificate unlocks duty and VAT exemption on qualifying capital goods, which moves landed cost meaningfully on a full line.
  6. Site and utilities in parallel. Power supply agreement, water, fuel logistics, and clay haulage. The kiln schedule is usually not the critical path; the site works are.
  7. Ship, erect, commission. Kiln sections and presses move as breakbulk and containers through Mombasa, then by road. OEM supervisors run erection and the first firing; hold a retention against performance tests at guaranteed consumption figures.

Paying the OEM: LCs, ECA cover, FX

Kenya is one of the easier African markets to pay a European or Asian OEM from. The country repealed all exchange controls in 1993 and runs a fully market-determined exchange rate, per the US Commercial Guide, so USD and EUR equipment contracts settle without approval queues. Standard structure: irrevocable letter of credit through a Kenyan commercial bank, KCB, Equity, NCBA, Stanbic, or Absa, confirmed internationally on larger tickets, with an advance tranche against a bank guarantee and retention after commissioning. Import mechanics at Mombasa

Capital equipment lands with light duty but real paperwork. Machinery enters in the EAC CET’s lower bands, then 16% VAT, a 2.5% import declaration fee, and a 2% railway development levy apply on customs value, per PwC’s Kenya summary. A KenInvest certificate or SEZ location can strip duty and VAT from qualifying capital goods. Pre-export verification of conformity (PVoC) inspection is required before shipment, so build it into the OEM’s dispatch schedule rather than discovering it at the port. Kiln refractories and rollers are fragile, high-value cargo: insist on the OEM’s packing specification and insure to site, not to port.

Trade fairs will not sell you a kiln, or sell your kiln

For equipment OEMs, the conventional channels underperform in the other direction: a fair booth lands at USD 300 to 900 per qualified lead, a resident field rep at USD 500 to 1,200 once salary and permits load in, and neither reliably reaches the handful of family-controlled groups that decide Kenyan tile capex. The deeper block is channel structure. KEDA and Sunda own their Kenyan customer, and Nairobi importer-distributors have little reason to introduce a rival OEM into their accounts.
