Ethiopia imported roughly EUR 31 million in plastics processing and packaging machinery in 2024, and raw-material imports have grown 12 percent a year for almost two decades, per EUROMAP’s 2025 data. Buyers range from PET-preform converters supplying edible oil and beverage brands to a state printer moving off manual receipts. Four equipment categories carry most of the RFQ flow.
Where the machinery demand concentrates
Packaging technology imports into Ethiopia ran between EUR 16 million and EUR 34 million a year over the past five years, with printing and paper technology adding another EUR 5 to 8 million annually, per the same EUROMAP figures. Total plastics consumption rose from 44,000 tonnes in 2007 to 281,000 tonnes in 2024, and packaging accounts for 54 percent of that volume. Four product lines absorb most of it.
PET preform and blow-moulding is the deepest pool. Macshine Investment Group runs the anchor plant, producing an estimated 35 million PET preforms a month alongside HDPE closures and shrink wrap, according to its own production figures. Corrugated carton and box-making is the second line, and its capacity constraint is public knowledge. Ethiopian Pulp and Paper S.C. (EPPSC), the state-owned mill at Wonji, told parliament in April 2026 that machine downtime had pulled first-half 2025/26 output to just 52.7 percent of plan, a 29.3 percent drop from the prior year.

Who is actually placing the orders
Three distinct buyer types issue RFQs for this equipment, and they pay and procure differently. Private converters, Macshine, Universal Plastic Factory, Minaye Packaging, Konjo Pack, and Flexible Packaging Manufacturing among them, negotiate machinery purchases directly with foreign OEMs and settle through commercial banking channels on their own commercial terms.
State-linked entities form a second group with a different rhythm. EPPSC is 70 percent government-owned and 30 percent owned by the International Finance Corporation, which gives its capital budget an unusual mix of state procurement rules and IFC-style governance oversight. Berhanena Selam Printing Enterprise, the country’s oldest press and now its sole authorised receipt printer since 6 January 2026, is fully state-owned and buys against a government budget line.

The birr floated on 29 July 2024, and the National Bank of Ethiopia’s 20 August 2026 auction cleared at a weighted average of roughly 161 to 162 birr per dollar, up from about 157 in late June 2026. Who installs the lines once they land
There is no dedicated EPC layer for standalone converting or printing equipment in Ethiopia. Machines arrive direct from the OEM, as Flexible Packaging Manufacturing PLC’s Italian and Asian line mix shows, or through a regional agent, and local electro-mechanical contractors such as Index Engineering PLC handle installation, commissioning, and ongoing maintenance across sectors rather than one specialist packaging integrator. Universal Plastic Factory keeps its own in-house maintenance and mould-repair team, a sign that the more sophisticated buyers absorb commissioning risk internally instead of outsourcing it.
Inside the industrial parks, the Industrial Parks Development Corporation is the closest thing to a site-level integrator. It provides a dedicated power substation, off-site infrastructure to the park perimeter, and one-stop customs and work-permit clearance for tenants standing up a packaging line. Outside the parks, a foreign machine builder should plan for commissioning support and spares logistics as a separate line item, not a service the buyer already has covered.
Tender platforms and procurement entry points
Federal and parastatal procurement runs through the Public Procurement and Property Authority’s e-GP portal at egp.ppa.gov.et, governed by Federal Public Procurement Directive No. 1073/2025, which sets planning, publication timelines, and SME and women-owned set-asides. As a majority state-owned entity, EPPSC’s larger capital purchases are the kind of award most likely to surface there rather than through a private RFQ inbox.
Berhanena Selam’s receipt mandate is the more immediate signal to track. A state printer forced onto a barcode e-invoice format for every business receipt in the country needs press and finishing capacity it did not need a year ago, and that need will move through public procurement channels rather than a quiet bilateral deal. The trade fair and distributor channels losing ground
The sector’s own trade show still runs. Ethiopian buyers who want a dedicated packaging and printing floor travel instead to Propak East Africa in Nairobi, next running 2 to 4 March 2027 at the Sarit Expo Centre, alongside occasional trips to UAE and Dubai shows given the strength of Ethiopia’s Gulf trade ties. None of these cover the market at the pace capex actually moves. A fair surfaces a batch of contacts once a year or once every two years and resets to zero between editions.
